Valve updated the Steam Subscriber Agreement to now include a refund with each game purchased that is valid for 14 days.

This is currently only available in the EU. Note here that this period of 14 days concerns only the purchase of the digital goods, once you have downloaded them you will waive this right to refund.

This protects Valve and games developers from abuse to the refund system.
